3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 A bidder is a legal person or other organization that responds to the bidding invitation and participates in the bidding competition. Unless otherwise specified, bidders from the People's Republic of China or countries or regions that have normal trade relations with the People's Republic of China (hereinafter referred to as "qualified source countries/regions") are eligible to bid.
3.2 This project accepts bids from agents. If the bidder is an agent, it must possess a unique authorization letter issued by the manufacturer of the equipment (hand luggage X-ray machine, oversized luggage X-ray machine, cargo X-ray machine) for this project (only one bidder can participate in the bidding for goods of the same brand and model).
3.3 The goods to be supplied (hand luggage X-ray machines, oversized luggage X-ray machines, cargo X-ray machines) must all possess valid "Civil Aviation Security Inspection Equipment Use Permit" issued by the Civil Aviation Administration of China.
3.4 The proposed goods (hand luggage X-ray machines, oversized luggage X-ray machines, cargo X-ray machines) must have at least one supply performance in the past three years (from January 1, 2023 to the bid submission deadline), with evidence provided in the form of a contract or letter of acceptance, etc;
3.5 This bidding does not accept the participation of units that have been listed as dishonesty and disobedience by the people's court. The information inquiry on the "Credit China" website (www.creditchina.gov.cn) or the "China Execution Information Publicity Network" website (http://zxgk.court.gov.cn) shall prevail. The website inquiry record shall be provided and stamped with an official seal.
3.6 Different units with the same person in charge or with a controlling or management relationship shall not participate in bidding for the same section of this bidding project simultaneously.
