Qualifications or Performance:3.Bidder Qualification Requirements
**3.1 Qualifications Required for Bidders:** 1) Overseas bidders shall provide valid registration documents issued in accordance with the laws of their country/region of operation. 2) Domestic bidders shall provide the business license of enterprise legal person. 3) Bidders shall submit the configuration list of the tendered equipment. 4) The bidder must be the manufacturer of the tendered products or an agent authorized by the manufacturer. If the goods supplied under the contract are not manufactured by the bidder, the bidder shall provide the official manufacturer's authorization letter (format refer to Volume 1 of *International Competitive Bidding Documents for Mechanical and Electrical Products Procurement*). Bids authorized by the manufacturer's general agent in China, regional agent or other agents are not acceptable. Bids authorized by representative offices, liaison offices or other institutions without independent legal personality are not acceptable. The original manufacturer's authorization certificate must be provided. 5) Bidders shall provide the original bank credit certificate issued by their account opening bank within three months prior to the bid opening date, or a scanned copy of the original. If the credit certificate clearly states that copies are invalid, the original must be provided. The tendering agency reserves the right to verify the original document. For bidders registered in mainland China, they shall additionally provide the account opening permit issued by the People's Bank of China (scanned copy affixed with official seal), or bank credit certificate showing basic account information (original), or basic deposit account information (bank format or bank seal), or bank filed seal specimen card (scanned copy affixed with official seal), or application for opening corporate bank settlement account (scanned copy affixed with official seal), or other supporting documents. 6) Bidders shall provide sales performance of the tendered products in the past three years (January 1, 2023 to the bid closing date), and the performance subject must be the bidder itself. The bidder shall provide a list of sales contracts and key pages of representative major contracts as supporting documents, including but not limited to the contract cover page, procurement content page and sealed signature page of both parties.
3.2 Joint Bidding: Not Accepted.
3.3 Any potential bidder who has not completed registration and purchased the tender documents from Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not be allowed to participate in the bidding.
