3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Mandatory Qualifications for Bidders
1.Overseas bidders shall provide valid registration certificates issued in accordance with the laws of the country or region where they operate.
2.Domestic bidders shall submit the Business License of Enterprise Legal Person.
3.Bidders shall furnish the complete configuration list of the tendered equipment.
4.The bidder must be either the manufacturer of the tendered products or an agent with official authorization from the manufacturer. If the goods to be supplied under the contract are not manufactured by the bidder, an original official authorization letter issued by the manufacturer shall be provided in the format specified in Volume 1 of International Competitive Bidding Documents for Mechanical and Electrical Product Procurement. Bids authorized by the manufacturer's national general agent, regional agents or other secondary agents will not be accepted. Bids authorized by representative offices, liaison offices and other entities without independent legal person status are also inadmissible. The original manufacturer authorization certificate must be submitted.
5.Bidders shall provide either the original bank credit certificate issued by their settlement bank within three months prior to bid opening, or a scanned copy of the original certificate. If the credit certificate clearly states that copies are invalid, the original hard copy must be furnished, and the tendering agency reserves the right to inspect the original document. For enterprises registered within Chinese territory, the bidder shall additionally provide one of the following documents affixed with the corporate official seal: scanned copy of Bank Account Opening Permit issued by the People's Bank of China, original bank credit certificate indicating basic deposit account information, bank-formatted basic deposit account information or bank seal specimen, filed bank seal card, application for opening corporate bank settlement account, or other equivalent supporting documents.
6.Bidders shall provide their own sales performance records of the tendered products covering the past three years (January 1, 2023 to the bid closing date). Submission shall include a list of relevant sales contracts plus key pages of representative high-value contracts as supporting scanned documents, including without limitation the contract cover page, scope of supply page, and pages bearing the official seals of both contracting parties.
3.2 Joint Bidding: Not accepted 3.3 Potential bidders who fail to complete registration and purchase tender documents at Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not be allowed to participate in bidding.
