3、Qualification Requirements For Bidder
Qualifications or Performance:i) Average Annual Turnover: Minimum average annual turnover of CNY 100 million, or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016-2018).;
ii) Contractual Experience: The bidder has successfully completed at least two similar contracts in the last 5 years (from 2015 to the bid submission deadline), with each contract amount not less than 40 million RMB or other equivalent monetary amount. Each contract shall include at least 4 systems (including 4 systems) among: 1). Smart illegal parking ball camera, 2). High-definition capture camera, 3). Traffic checkpoint snapshot unit 4). Vehicle micro checkpoint acquisition unit, 5). Road traffic signal controller, 6). Traffic Guidance Display (LED display), 7). Cloud storage management server.
iii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2016-2018) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last 3 years (2016-2018) calculated as the difference between total assets and total liabilities should be positive.
iv) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 20 million, or equivalent in other currency.
v) Pending Litigation and Arbitration: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder's net worth calculated as the difference between total assets and total liabilities.
vi) Technical Experience: (1) The installation company shall have Grade I Certificate of Electronic and Intelligent Engineering Professional Contract issued by related administrative department in charge of construction. (The installation company may be the sole Bidder, or one partner of a Joint Venture, or a subcontractor proposed by the Bidder); (2) The installation company shall have Effective Safety Production License. (3) The installation company shall have Grade III Certificate or above of General Contractor for Electromechanical Engineering Construction (issued by Ministry of Housing and Urban-Rural Development of the People's Republic of China). (4) Goods offered (including 1). Smart illegal parking ball camera, 2). High-definition capture camera, 3). Traffic checkpoint snapshot unit) have been in production for at least 3 years and have been in operation satisfactorily for at least 3 years.
