3、Qualification Requirements For Bidder
Qualifications or Performance:(a) Financial Capability
(i) Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2017-2019) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the 3 years calculated as the difference between total assets and total liabilities should be positive.
(ii) Minimum average annual turnover of CNY 285 million or USD 40 million equivalent calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2017-2019).
(iii) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 40 million or USD 5.7 million equivalent and current contract commitment.
(b) Experience and Technical Capacity
(i) Successful completion with the last 3 years (from 1 January 2017 to deadline of bid submission), of at least 2 contracts, each valued not less than CNY 80 million or equivalent in other currency, with the contract scope of electric bus. The bidder should submit the contract, detailed scope of supply (include the price), acceptance certification and contact means of the Purchaser.
(ii) The Electric Bus Manufacturer have been in production for at least 3 years in electric bus and 10 years in bus.
(iii) The Electric Bus Manufacturer () has sold an average annual minimum of 2000 sets of 5.9 meters or above pure electric bus () for the last three years (2017-2019).
For domestic manufacturer: submit the sales confirmation issued by China Association of Automobile Manufacturers (CAAM,). For overseas manufacturer: submit the sales contracts.
(iv) All specifications of pure electric buses must be of the same brand.
