Source of Funds:The People's Republic of China has received financing from the World Bank toward the cost of the Liaoning Safe and Sustainable Urban Water Supply Project, and intends to apply part of the proceeds toward payments under the Contract for supply of maintenance equipment, emergence repair equipment, network equipment and water quality monitoring equipment.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years (2017-2019) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for each year of the last three (3) years (2017-2019) calculated as the difference between total assets and total liabilities should be positive;
(2) Minimum average annual turnover of CNY 49.7 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2017-2019);
(3) Availability of or access to liquid assets, lines of credit, and other financial resources sufficient to meet the cash flow requirement of not less than CNY 9.9 million for this contract and the current commitments for all other contracts being undertaken;
(4) The Bidder as a single entity or the lead partner under any JV bidder shall have successfully completed at least two (2) similar contracts of equipment supply between January 1st, 2016 and bid submission deadline, each with a minimum value of CNY 15.9 million or an equivalent value in other currencies. Documentary evidence shall be provided including copies of, but not limited to, notification of award, signed supply contract and acceptance certificate from its previous clients, etc.
(5) The large discharge emergency vehicle, online residual chlorine, pH integrated analyzer, online ammonia nitrogen analyzer, gas chromatograph and atomic absorption spectrometer offered have been in production for five (5) years, and a minimum of 5 units of similar capacity have been sold and have been in operation satisfactorily for at least one (1) year.
Documentary evidence shall be provided including copies of, but not limited to, business license of the Goods' manufacturers, signed supply contract and usage information from its previous clients, etc.
A margin of domestic preference shall not apply. Additional details are provided in the Bidding Documents.
