3、Qualification Requirements For Bidder
Qualifications or Performance:a) The bidder shall be private, public or state-owned legal entities registered in Israel and shall be in normal operation for more than 5 years. The registered capital of the bidder or his owner shall not be less than 7 million US dollars. The bidder shall provide the the copies of registered scope of business, business license and/or all relevant registration documents as well as a Chinese/English translation for reference in the bid.
b) The annual average turnover of the bidder or his owner is at least 350 million US dollars from 2016 to 2018.The bidder shall provide copy of financial statements from 2016 to 2018, meanwhile a Chinese and/or English translation shall be provided for reference.
c) The bidder or his owner shall be profitable from 2016 to 2018, and the net asset should be positive each year. The bidder shall provide copy of financial statements from 2016 to 2018, meanwhile a Chinese and/or English translation shall be provided for reference.
d) The bidder shall provide the original Letter of Credit only for this project which is issued by the bidder's bank (a reputable bank with branch-level or above within or outside the People's Republic of China) within 3 months before the bid opening date, together with a Chinese and/or English translation for reference. The Letter of Credit should clearly indicate that the line of credit for this project shall not be less than 30 million US dollars. If the project name and bid number are not indicated in the Letter of Credit or if the Letter of Credit is issued by two or above banks, the bid will be rejected.
e) The bidder should have completed (the time of project acceptance is prevail) at least 3 similar projects from 2017-2019. Similar projects refer to equipment procurement projects utilizing Israeli government loans and completed in China with each contract price of no less than 10 million US dollars , among which at least 1 successful experience in public security project.
The bidder shall provide relevant written support documents, including but no limited to the color-scanned copies of key pages of contracts, project acceptance , etc. These relevant documents shall at least be able to prove that the bidder meets the project requirements. The copy of the key pages of contract shall at least show the contract price, signing date and signatures of all parties.
f) The bidder shall not in a state of being ordered to close down, disqualified from bidding, the property being taken over or frozen and bankrupt. The bidder should provide a letter of commitment sealed and signed by the legal representative to prove.
g) The bidder shall not cheat for winning a bid, significant violations of contract and serious quality problems. The bidder should provide a letter of commitment sealed and signed by the legal representative as the evidence.
h) The bidder shall be legally and financially autonomous, and under no supervision by the tenderee or the tendering agent. Bidders having a same person in charge or having controlling shareholders and management in common are not allowed to participate in this project at the same time.A letter of commitment issued by the applicant and sealed and signed by the legal representative shall be provided to prove the conditions mentioned above.
i) The bidder or his owner shall not have any adverse records of being claimed by domestic Employers or tendering agents in written. A letter of commitment clarifying the conditions mentioned above must be provided together with the bid. The bid will be rejected if the letter of commitment is not provided or a false letter is provided.
j) The bidder or his owner shall not fail to deliver any goods/equipment under the contracts financed by foreign government loans for more than 12 months since the date of receiving the advance payment from 2016 to 2018. A letter of commitment clarifying the conditions mentioned above must be provided together with the bid. The bid will be rejected if the letter of commitment is not provided or a false letter is provided.
