Overview:The Urban Construction and Investment Company (UCIC) of Jiangyuan District has applied for funds from the Agence Fran？aise de Développement (the French Development Agency - AFD) towards the financing of the Jiangyuan Water and Sanitation Project. It is intended that part of the proceeds of these funds will be applied to finance the following :
1.1 Water Treatment Plant & Supporting Pipe Network Project of New Area, Jiangyuan District, Baishan City
A new drinking water plant (20,000 m3 a day in phase 1, and 10,000 m3 a day in phase 2) is to be built to serve the urban center of Jiangyuan. Only phase 1 is included as part of the present tender, even though civil works will be finalized for both phases.
1.2 Upgrading and Reconstruction & Reclaimed Water Reuse Project of Sewage Treatment Plant of Jiangyuan District, Baishan City
Upgrading the standards of the wastewater treatment plant (WWTP) of Jiangyuan City, with a capacity of 20,000 m3 a day;
Construction of infrastructure for wastewater reuse with a capacity of 15,000 m3 a day; auxiliary reclaimed water delivery pipe DN400, overall length is 2.5km;
Laying of the river process pipeline between the existing WWTP and the newly built reclaimed water reuse plant.
The Instrimpex International Tendering Co., Ltd. entrusted by the Urban Construction and Investment Company (UCIC) of Jiangyuan District, now invites all eligible bidders to participate, and to adopt the form of international competitive process.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Financial Capabilities
a. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract's cash flow requirements estimated as 15 million RMB or 2.1 million USD (or an equivalent amount in another currency) for the subject contract(s) net of the Bidder's other commitments.
In addition, the Bidder shall provide an original bank credit certificate issued within 3 months prior to the tender deadline, with a single bank credit line for an amount of no less than 80 million RMB or 11.3 million USD (or equivalent amount in another currency).
b. The Bidder shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
c. The audited financial statements of the last 3 years (2017 – 2018 – 2019) shall be submitted and demonstrate the soundness of the Bidder's past and current financial position, based in particular on the following criteria :
--Average earnings before interest, taxes, depreciation, and amortization (EBITDA) for the last three (3) years > 0;
--Total equity (net assets) for the last three (3) years > 80 million RMB or 11.3 million USD or an equivalent.
(2) Average Annual Supplier Turnover
Minimum average annual supplier turnover of 300 million RMB or 42 million USD (or equivalent amount in another currency), calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.
(3) Experience
a. General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2015.
b. Similar Experience: A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as Supplier, or joint venture member , between 1st January 2014 and application submission deadline: 2 contracts, each of minimum value of 70 million RMB (or equivalent amount in foreign currency); one of the contracts should be financed through a foreign government or international donor (Asian Development Bank, World Bank, etc.).
c. Specific Experience: Availability at the bid submission date in the Purchaser's Country of spare parts and after sales services facilities in operation for at least 6 months for the Goods offered in the Bid.

Quality certification: Availability of a valid ISO9000 certification or internationally recognized equivalent (equivalency to be demonstrated by Bidder), and applicable to the worksite.
