1、Bidding Conditions
Overview:Upgrading of the existing climbing trails, construction of mountainside circular trails(including trestles and circular trails), construction of exploration trails, viewing platforms, environmental education facilities, tourism experience facilities (including guidance and interpretation system and smart tourism system), construction of sightseeing facilities, monitoring sample plots and monitoring equipment, biodiversity protection and forest ecosystem restoration.
The detailed contents shall be subject to the bidding documents.
Source of Funds:The Chinese government has received the loan from the Agence Fran？aise de Développement (AFD), toward the cost of Guangxi Hezhou Ecological Environment and Biodiversity Project Financed by Agence Fran？aise de Développement and it intends to apply part of the proceeds of this loan to eligible payments under the Contract of Lot 5: Gupo Mountain Ecological Protection and Rational Utilization.

3、Qualification Requirements For Bidder
Qualifications or Performance:I. General Qualification of the Bidder
1. Have Class-A or above qualification of geotechnical engineering (reconnaissance) in engineering survey major;
2. Have Class-B or above qualification in bridge engineering design;
3. Have Class-A or above special qualification in landscape architecture engineering design;
4. Have Class-A or above qualification in forestry survey, planning and design;
5. Have Grade-1 or above qualification in general contracting for municipal public works.
II. Financial Capabilities
(i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EUR 1.5 million for the subject contract(s) net of the Bidders other commitments.
(ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
(iii) The audited balance sheets or, if not required by the laws of the Bidder's country, other financial statements acceptable to the Employer, for the last 3 years(2017~2019) shall be submitted and must demonstrate the current soundness of the Bidder's financial position and indicate its long-term profitability.
III. Average Annual Turnover
Minimum average annual construction turnover of EUR 18 million, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years(2017~2019)
IV. General Experience
Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 years, starting 1st January 2015
V. Specific Experience
For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed :
(1) general contracting experience on international or national-level protected area (such as forest parks, nature reserves, wetland parks, scenic spots, geo-parks), whose amount is no less than EUR 7.1 million;
(2) Construction experience on international or national natural park eco-tourism, whose amount is no less than EUR 7.1 million.
VI. Design experience
Within the last 5 years, in the role of design unit or joint venture member, starting from 1st January,2015:
(1) has successfully completed at least 2 design contracts, each contract's investment value shall no less than EUR 7.1 million and has the similar content of this project, and the contracts shall include the following key activities:
i) Compile feasibility study report of international or national nature reserve ecological protection project at or above the provincial level;
ii) Forest ecosystem restoration design of international or national nature reserve at or above the provincial level.
(2) has successfully completed at least one design performance financed by international financial organizations or foreign government loans.
VII. Survey experience
Within the last 5 years, starting from 1st January, 2015, has successfully completed at least 2 contracts in geotechnical engineering (reconnaissance) in engineering survey major, each contract's value shall no less than EUR 7.1 million, in the role of survey and design unit or joint venture member.
