Source of Funds:The Chinese Government has received from the Asian Development Bank toward the cost of Shandong Spring City Green Modern Trolley Bus Demonstration Project and, and it intends to apply part of the proceeds of this loan to payments under the Contract for Power supply facilities at five bus depots (University of Jinan, Quanfu, Yaojia, Dawei and Jiluo Road) (contract number :GDSS1-1).

3、Qualification Requirements For Bidder
Qualifications or Performance:Only eligible Bidders with the following key qualifications should participate in this bidding:
1.Technical Experience:
the bidder shall demonstrate that the goods offered have
(i) that it has produced at least three (3)years and
(ii) (1)been sold a minimum of 50 sets of box-type substation equipment over the last three(3) years(2017-2019);
(2)been sold a minimum of 50 Charging equipment over the last three(3) years(2017-2019) and
(iii) has been in operation for at least three(3) years.
2. Contractual Experience:
Successful completion as main supplier within the last 3 years (2017-2019),
(1) at least 2 box-type substation and related power equipment contracts,which must be valued at no less than USD 4.3 Million equivalent;
(2) at least 3 Charging equipment contracts,which must be valued at no less than USD 1.75 Million equivalent;
The nature and complexity of these contracts should be comparable to the scope of supply of each lot described in Section 6. Schedule of Supply.
3. Historical Financial Performance:
Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2017-2019) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
4. Size of Operation:
The bidder must demonstrate a minimum average annual turnover, calculated as total payments received by the bidder for contracts completed or under execution over the last 3 years (2017-2019) of USD 17 Million equivalent.
5. Cashflow Capacity:
Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirements for each lot are USD 4.2 million equivalent.
