Overview:Puyang 2nd People's Hospital Construction and Equipping Project utilizing German Promotional Loan mainly consists of ward building civil engineering, medical equipment procurement, supporting public works and general plan engineering. Among them, the ward building includes 12 floors (12 floors above ground and 2 floors below ground) with a total floor area of 24,000m2, of which the ground floor area is 18,100m2 and the underground floor area is 59,000m2. The project also includes procurement of elevator, water treatment equipment, ventilating air conditioning, power lighting, water supply and drainage equipment, and firefighting equipment etc.
Source of Funds:The funds are in place. 1. The People's Republic of China has received a loan from KfW toward the cost of Construction and Equipping Project for Puyang No.2 People's Hospital Financed with German Promotional Loan and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Non-medical Equipment (Lot No.2).

3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification requirements (Unless otherwise specified, the currency is EUR. The other currency shall be converted to the EUR using the first selling exchange rate published by the Head office of Bank of China on the date 7 days prior to the bid submission deadline):
(1) The Bidder shall have ISO9001 Quality Management System Certification and ISO14001 Environment Management System Certification.
(2) The domestic Bidder shall have the valid Grade 3 or above General Contracting of Mechanical and Electrical Engineering certificate, and Grade 1 Professional Contracting of Fire Fighting Facilities Engineering certificate, the foreign bidder shall have the equivalent certificates. The domestic bidder shall have the valid Safety Construction Permit certificate.
(3) All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder's net worth calculated as the difference between total assets and total liabilities.
(4) Successful completion as main supplier within the last years (01/01/2015-until now), of at least TWO (2) similar contracts, each with a value of at least EUR 3,600,000.00 or equivalent in other currency. Each contract shall include supply and installation of at least four of following equipment: elevator, water treatment equipment, ventilating air conditioning, power lighting, water supply and drainage equipment, and firefighting equipment etc. The time shall be subject to the completion acceptance certificate or report.
(5) The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
(6) Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last THREE (3) years (Year 2017-2019) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
(7) Minimum average annual turnover of EUR 7,200,000.00 or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last THREE (3) years (Year 2017-2019).
(8) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is EUR 3,600,000.00 or equivalent in other currency.

Contract Name: Procurement of Non-Medical Equipment (Lot No.2)
1. The People's Republic of China has received a loan from KfW toward the cost of Construction and Equipping Project for Puyang No.2 People's Hospital Financed with German Promotional Loan and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Non-medical Equipment (Lot No.2).
2. CNCCC International Tendering Co., Ltd. (CNCCC) as the Procurement Agent and on behalf of Puyang No.2 People's Hospital (Purchaser) hereby invites sealed bids from eligible bidders for the Procurement of Non-medical Equipment (Lot No.2) under this project to be financed with the proceeds of loans provided by Germany through KfW. The tendering applies International Competitive Bidding (ICB) procurement procedure.
3. Scope of Supply: Non-medical Equipment, including elevator, water treatment equipment, ventilating air conditioning, power lighting, water supply and drainage equipment, and firefighting equipment etc. Please refer to the Equipment List in the Bidding Document for the details.

7. 8. All Bids must be accompanied by a Bid Security of €80,000 and must be delivered in accordance with the Instructions to Bidders together with and as a part of the Bid.
