Overview:The Urban Construction and Investment Company (UCIC) of Jiangyuan District has applied for funds from the Agence Fran？aise de Développement (the French Development Agency - AFD) towards the financing of the Jiangyuan Water and Sanitation Project. It is intended that part of the proceeds of these funds will be applied to finance the following :
1.1 Phase I Project of Sewage Treatment Project, Shiren Town, Jiangyuan District, Baishan City
A new sewage treatment plant will be built,for which the short-term sewage treatment capacity of 10,000 m3/dand the effluent will reach class I standard A of Municipal sewage treatment plant pollutant discharge standard (GB18918-2002). Sewage treatment plant phase I project is implemented in two phases : equipment will be supplied for the first phase only (5,000m3/day) within the context of this tender, whereas civil engineering will cover both phases (10,000m3/day).
1.2 Phase I Project of Sewage Treatment Project of Wangou Town, Jiangyuan District, Baishan City
A new sewage treatment plant will be built, for which the short-term sewage treatment capacity is 10,000 m3/d and long-term sewage treatment capacity will be 20,000 m3/d, and the effluent will reach class I standard A of Municipal sewage treatment plant pollutant discharge standard (GB18918-2002). Sewage treatment plant phase I project is implemented in two phases, including the early scale of 0.5 x 104 m3 / d, the late increase of 0.5 x 104 m3 / d, whereas civil engineering will cover both phases (10,000m3/day).

Qualifications or Performance:3. Qualification Requirements for Bidder
(1) Financial Capabilities
a. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract's cash flow requirements estimated as 10 million RMB or 1.4 million USD (or an equivalent amount in another currency) for the subject contract(s) net of the Bidder's other commitments.
In addition, the Bidder shall provide an original bank credit certificate issued within 3 months prior to the tender deadline, with a single bank credit line for an amount of no less than 56 million RMB or 7.84 million USD (or equivalent amount in another currency).
b. The Bidder shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
c. The audited financial statements of the last 3 years (2017 – 2018 – 2019) shall be submitted and demonstrate the soundness of the Bidder's past and current financial position, based in particular on the following criteria (if foreign bidder audit period is later than domestic time, it shall provide 2016-2018 same nature information as proof):
--Average earnings before interest, taxes, depreciation, and amortization (EBITDA) for the last three (3) years > 0;
--Total equity (net assets) for the last three (3) years > 56 million RMB or 7.84 million USD or an equivalent.
(2) Average Annual Supplier Turnover
Minimum average annual supplier turnover of 210 million RMB or 29.4 million USD (or equivalent amount in another currency), calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.
(3) Experience
a. General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2015.
b. Similar Experience: A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as Supplier, or joint venture member , between 1st January 2015 and application submission deadline: 2 contracts, each of minimum value of 50 million RMB (or equivalent amount in foreign currency); one of the contracts should be financed through a foreign government or international donor (Asian Development Bank, World Bank, etc.).
The bidder shall provide bid winning notice and a copy of the contract (original for reference) for similar projects.
c. Specific Experience: Availability at the bid submission date in the Purchaser's Country of spare parts and after sales services facilities in operation for at least 6 months for the Goods offered in the Bid.

a. Quality certification: Availability of a valid ISO9000 certification or internationally recognized equivalent (equivalency to be demonstrated by Bidder), and applicable to the worksite.
b. The bidder (or JV member) shall have the Qualification of General contracting of mechanical and electrical engineering at level III or above, or the Qualification of professional contracting of mechanical and electrical installation engineering of construction at level II or above.
