1、Bidding Conditions
Overview:The Lanzhou Rail Transit Co., Ltd. has receiveda loan from the Kreditanstaltfür Wiederaufbau (hereinafter referred to as "KfW") toward the cost of theLanzhou Urban Rail Transit Line 2Phase I under the Loan Agreement dated 18 December 2019 ,and intends to apply part of the proceeds toward payments under the Contract for which this Invitation for Bids is issued. Disbursement of the Loan by KfW will be subject in all respects to the terms and conditions of the Loan Agreement. No party other than Lanzhou Rail Transit Co., Ltd. shall derive any rights from the Loan Agreement or have any right to the Loan proceeds. Lanzhou Rail Transit Co., Ltd. (hereinafter referred to as "the Employer") now invites sealed Bids from prospective eligible Bidders for the Lanzhou Urban Rail Transit Line 2, Phase I - Package Two: Rolling Stock & Depot Processing Equipment.Plant and installation services shall be tendered and contracted as one contract. All domestic and imported goods and services shall be included in the Bid, with the Contractor being responsible and accountable towards the Employer.
Source of Funds:The Ministry of finance of China and KfW has signed the loan agreement on December 18, 2019, and the project funds have been implemented
Description of The Prepared Bidding Conditions:The bidding documents have obtained KfW's no objection and the bidding conditions are ready.

3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder shall also meet the following qualification requirements:
(1) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as RMB 90 million orforeign currency equivalent for the subject contract(s) net of the Bidder's other commitments
(2) The registered capital of the Bidder shall not be less than RMB 200 million or foreign currency equivalent (the exchange rate shall be subject to the spot exchange selling price first published by the Bank of China on the date of the announcement of Tender).
(3) The audited balance sheets or, if not required by the laws of the Bidder's country, other financial statements acceptable to the Employer, for the last three (03) financial years shall be submitted and must demonstrate the current soundness of the Bidder's financial position based on the following criteria:: that is Liquidity ratio ≥ 1.1, Indebtedness ratio ≤ 80%.
(4) Minimum annual turnover of the amount in RMB 450 million or foreign currency equivalent, for the last three (03) financial years, calculated as total certified annual payments received for contracts in progress and/or completed.
Bank credit certificate is issued by a commercial bank not older than three (03) months at the deadline for submission of Bids.
(5) The Bidder shall have at least five (05) years of design and manufacturing, delivery, testing and commissioning experience for passenger rolling stock in urban mass transit systems since January 1, 2016.
The Bidder, inclusive of its subcontractors, shall have at least five (05) years of design and manufacturing, delivery, testing and commissioning experience for engineering vehicles similar to those required under this Contract in urban mass transit systems since January 1, 2016.
The Bidder, inclusive of its subcontractors, shall have at least five (05) years of design and manufacturing, delivery and installation experience for Train washing plant similar to those required under this Contract in urban mass transit systems since January 1, 2016.
(6) The Bidder shall provide at least one (01) reference contract to demonstrate its management and operational experience in proactively addressing ESHS risks in urban mass transit projects. Alternatively, the Bidder may provide at least three (03) other contracts with a brief description of experience in dealing with similar ESHS risks.
(7) Availability of a valid certifications or internationally recognized equivalent: Quality Management certificate ISO 9001, Environmental management certificate ISO 14001:2014 and Health and Safety certificate OHSAS 18001 or ISO 45001.
2. Personnel requirements of the bidder
(1) ESHS project manager, 10 years in designing and monitoring the implementation of ESHS management plans for construction works, 5 years of similar work experience
(2) Project Manager shall have corresponding qualifications, have more than 15 years of work experience, be engaged in urban rail transit Rolling Stock and similar Rolling Stoke projects for more than 8 years, and served as the project manager of the reference of two or more urban rail transit Rolling Stock and similar Rolling Stock.
(3) Technical Manager: Responsible for project management of engineering vehicles and processing equipment, familiar with installation and commissioning procedures of urban rail transit engineering vehicles and processing equipment, with more than 10 years of working experience and 5 year in similar works experience,. Served as the Technical Manager of the reference of two or more urban rail transit engineering vehicles or processing equipment, who will have intermediate title or above.
(4) Each System design engineer of Rolling Stock: more than 8 years working experience in urban rail transit Rolling Stock and similar Rolling Stock projects, with three or more urban rail transit project metro Rolling Stock design experience, who will have intermediate title or above.
(5) The bidder shall have one business person and undertake the post of community liaison officer in ESHS management, with 5 years or more working experience. Personnel from China shall have CET-6 certificate and proficient oral communication ability. Personnel from outside China need to understand in local language.
(6) RAMS Manager: Serve as RAMS Manager or principal in charge of one or more urban rail transit projects. Intermediate title or above. 5 year in similar works experience.
Note: enterprises or personnel outside China shall provide the same type of qualification certificate.
