3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification criteria are as follows:
(1)The Sole Bidder shall be an independent legal entity registered according to law. Foreign bidder shall provide a copy of Business License issued by the appropriate authority in their home countries; Domestic bidder shall provide a copy of Business License issued by Administration for Industry and Commerce.
(2)The Sole Bidder's registered capital shall be not less than CNY 200,000,000.00 or Euro 30,000,000.00.
(3)The average turnover of the past three years (2017-2019) of the Bidder shall be not less than CNY 700,000,000.00 or the equivalent in Euro.
(4)The Sole Bidder shall provide the Audited Financial Statements including balance sheet, profit and loss statement and cash flow statement for the last 3 years (2017-2019), which shall prove the current soundness financial position and indicate prospective long-term profitability of the bidder.
(5)The Sole Bidder shall provide the original of the bank reference, indicating the credit status and credit line not less than 2 times of the bid price, issued within 3 months before bid submission deadline by a reputable bank at least with the Bank's Branch level.
(6)The Sole bidder/manufacturer/installation company shall provide a Certificate of ISO9001 series.
(7)The Sole Bidder has completed one similar power plant project financed by loans from international economic organizations or foreign governments, including but not limited to the fossil-fuel power plant project, the biomass power plant project, the heat and power cogeneration project, etc. (Provide Letter of Acceptance, Contract, contact person and number of the Purchaser).
(8)In the past three years (contract signing date from 2017-2019) the Sole Bidder is executing or has successfully completed at least one contract of equipment installation of biomass cogeneration power plant in the north of China (It refers to the provinces within the northwest, north and northeast regions of China as its geographical divisions), each with Contract amount not less than EURO 10,000,000.00 or the equivalent in Chinese Yuan(Copy of Notification of Award, first page and signature page of the Contract Agreement, etc., are required to be attached in the bid).
(9)The Sole Bidder shall have at least A-level EPC qualification of power engineering and B-level EPC qualification of municipal public engineering;
