3、Qualification Requirements For Bidder
Qualifications or Performance:1. Qualification Criteria
1.1 The applicant participating in the bid qualification examination of this project must be an independent legal person, and the project in the submission is within its legal business scope; Meanwhile, the bid submission in form of JV is also accept; (The members of JV must be independent legal persons) (applicable for domestic supplier only, the foreign suppliers should provide evidential documents to demonstrate that they have equivalent qualification.)
1.2 The bidders must have the valid business license for legal person issued by the administrative department for industry and commerce. (applicable for domestic supplier only, the foreign suppliers should provide evidential documents to demonstrate that they have equivalent qualification.)
1.3 The production capacity and experience of product manufacturer must meet the following requirements: The manufacturer must process the ability of having manufactured at least one set of quayside container bridge crane of no less than 45t (35t under the spender) and one set of rail gantry crane of no less than 40t (30t under the spender) per year on average for the past three years (from December 31, 2019 to before the approaching of the prescribed bid submission deadline).
1.4 The product manufacturer must have the license for manufacturing of special equipment and the license for installation, transformation and maintenance of special equipment issued by the quality and technical supervision department (The category of licensed equipment shall include bridge crane, portal crane and gantry cranes, and the license parameters shall be grade-A). (applicable for domestic supplier only, the foreign suppliers should provide evidential documents to demonstrate that they have equivalent qualification.)
1.5 The product manufacturer must have the type-test report and type-test certificate of special equipment for quayside container bridge crane and rail gantry crane which are issued by National Crane and Transport Machinery Quality Supervision and Inspection Center, and the type &specification of the equipment authenticated in the certificate shall be A8 grade. (applicable for domestic supplier only, the foreign suppliers should provide evidential documents to demonstrate that they have equivalent qualification before signing the contract.)
1.6 The product manufacturer must have the Quality Management System certification, Environmental Management System Certification, Occupation Health Safety Management System Certification of China. (applicable for domestic supplier only, the foreign suppliers should provide evidential documents to demonstrate that they have equivalent qualification.)
2. Pending Litigation
All pending litigation shall in total not represent more than 50% of the Bidder's net worth and shall be treated as resolved against the Bidder.
3. Financial Situation
Submission of audited financial statements or if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last THREE [3] years (2019-2021) to demonstrate the current soundness of the bidders' financial position and its prospective long term profitability.
4. Average Annual Construction Turnover
Minimum average annual turnover of US $23.20 million (CNY 162.5 million), calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years(2019-2021).
5. Financial Resources
The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(i) the following cash-flow requirement of US $2.32 million (CNY 16.25 million) and
(ii) the overall cash flow requirements for this contract and its concurrent commitments.
6. Experience
The bidders must provide at least three contract performances of hoisting equipment manufacture and installation during the past five years (from December 31, 2017 to before the approaching of the prescribed bid submission deadline), and each contract must meet the following requirements: (1) The amount of each contract shall be no less than US $7.43 million (RMB 52 Million Yuan); (2)At least one of the contracts is the manufacturing and installation contract of quayside container bridge crane and includes at least one quayside container bridge crane of not less than 45t (35t under the spreader); (3) There are at least two contracts for the manufacturing and installation of rail mounted gantry cranes or portal cranes, and each contract includes at least one rail mounted gantry crane of not less than 40t (30t under the spreader) or a portal crane of not less than 45t (35t under the spreader).
