Overview:The PEOPLE'S REPUBLIC OF CHINA has received financing from the Asian Development Bank (ADB) toward the cost of Loan-3807 Guizhou Gui'an New District New Urbanization Smart Transport System Development Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. The Bureau of Economic Development of Gui'an (BEDGA) ("the Purchaser") invites sealed bids from eligible Bidders for Asian Development Bank Loan Guizhou Gui'an New District New Urbanization Smart Transport System Development Project (Smart Transport Infrastructure Construction Electric Vehicle Charging Station) -- Contract package EQ401: Phase I for Goods (2023) (Including equipment procurement and supporting facility installation for charging piles of 14 charging stations).

3、Qualification Requirements For Bidder
Qualifications or Performance:Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
1) Satisfied the eligibility requirements of ADB loan projects, such as Nationality, Conflict of Interest, ADB Eligibility, Government-Owned Enterprise, United Nations Eligibility.
2) Historical Contract Nonperformance: (i) Nonperformance of a contract did not occur as a result of contractor default since 1 January 2019; (ii)Not under suspension based on execution of a Bid-Securing Declaration pursuant; (iii) All pending litigation, arbitration or other material events impacting the net worth and/or liquidity of the bidder, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% percent of the Bidder's net worth calculated as the difference between total assets and total liabilities..
3) Contractual Experience: Successful completion as main supplier within the last three years (from 1 January 2019 to the deadline for bid submission), of at least one contract valued at CNY 44 million (or equivalent foreign currency) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply), and the implementation of the contract should include charging piles.
4) Technical Experience: The Bidder shall demonstrate that the goods offered have: (i)60kW, 120kW, 240kW and 360kW DC charging piles been in production for at least one years and 480kW DC charging piles been in production for at least half year, and (ii) been sold a minimum of 10 sets of DC charging piles with no less than 360kW over the last one year; (iii) 360kW DC charging piles been in operation for a minimum of one year.
5) Production Capacity: The Bidder or manufacturer shall demonstrate a that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
6) Other Technical Capacity: Domestic bidders shall have Grade III and above of General contracting qualification for power engineering construction; Foreign bidders shall have the construction capacity of power engineering corresponding to the scale of the project.
7) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three years (2019-2021) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
7) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 100 million (or equivalent foreign currency) calculated as total payments received by the Bidder for contracts completed or under execution over the last three years (from 1 January 2019 to 31 December 2021).
8) Cash Flow Capacity: Availability of or access to liquid assets a, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 15 million (or equivalent foreign currency).

Bidding will be conducted through the Internationally Advertised Open Competitive Bidding procedures. The bidding is open to all qualified bidders as defined in the Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
Open competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
All bids must be accompanied by a bid security in the form and amount indicated in the bidding document.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders' representatives who choose to attend.
