1、Bidding Conditions
Overview:The PEOPLE'S REPUBLIC OF CHINA has received financing from Germany through KfW Bank toward the cost of Relocation of Anhua County Junior Vocational College Project Financed by German Promotional Loan, and it intends to apply part of the proceeds of this financing to payments under the contract of Lot 3 / Enterprensurship Development Center (Incubator).
China National Machinery Import & Export Corporation (hereinafter referred to as the "Tendering Agent"), has been authorized by Anhua County Junior Vocational College (hereinafter referred to as the "Purchaser"), hereby invites the sealed bids from eligible bidders for the procurement of equipment and related services. The tender notice has published on www.chinabidding.com and www.gtai.de.
The International Competitive Bidding (ICB) procedure will be conducted in accordance with KfW's Procurement Guidelines and is open to all Bidders from eligible countries as described in the Bidding Document.

3、Qualification Requirements For Bidder
Qualifications or Performance:1) The Bidder as main supplier from 1 January 2018 to the deadline for bid submission at least have two contracts valued at EUR 1 million or CNY 10 million (or equivalent other foreign currency) financed by Foreign Government Loan or International Financing Organization Loan. At least one of these projects should be in education sector and has been completed. The bidder shall provide copies of the notification of award and the contract and other supporting documents with the official seal (the copy of the contract must include the contract page reflecting the following: the name and content of the project, the amount of the contract, the date of signing of the contract and the signatures of the contracting parties; the completion certificate must be provided for completed project).
2) Submission of audited financial statements (including the balance sheet, income statement and cash flow statement) or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three years (2020-2022) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last three years calculated as the difference between total assets and total liabilities should be positive.
3) Minimum average annual turnover of EUR 2.6 million or CNY 20 million (or equivalent other foreign currency) over the last three years (2020-2022).
4) The original Bank Credit Certificate issued by the bidder's bank of deposit within 3 months before the bid opening date shall be provided, and it will be used to prove its good financial situation and reputation.
5) The original Line of Credit with no less than EUR 1 million or CNY 8 million (or equivalent other foreign currency) issued by the bidder's bank of deposit within 3 months before the bid opening date; or the copy of Credit Contract with not less than EUR 1 million or CNY 8 million (or equivalent other foreign currency) signed between the bidder's bank of deposit and the bidder shall be provided (the original shall be available for further review if required).
6) The bidder must be an independent legal entity registered in accordance with the law, the domestic bidder shall provide copies of valid business license in the bid; the foreign bidder shall provide business license or legally registered documentary evidence in the bid.
7) The domestic bidder shall have the following qualifications: Level 3 or above of professional contracting for building electromechanical installation works; the overseas bidder shall promise to be able to engage in building electromechanical installation works for this project within China (provide an original commitment), or the overseas bidder have offices or branches in China and provide the level 3 or above of professional contracting for building electromechanical installation works qualification certificate of offices or branches.
8) The Bidder must provide a valid ISO9000 series certification or equivalent Quality Management System certification.
9) In the case of a bidder offering to supply the goods under the contract which the bidder does not manufacturer or produce, the bidder shall provide the original letter of authority issued by the goods' manufacturer/agent (in the case that the letter of authority is issued by the agent, the letter of authority from the original manufacturer to the agent shall be provided as well) for providing the goods in this bidding project in accordance with the requirements in ITB 19.2 of Section 2 BDS.
10) The bidder shall not have any violation behavior in recent three years during foreign government loan and/or international financial organization loan project bidding activity or any Administrative Punishment within China. If the bidder fails to disclose the circumstances above, the bid will be rejected, and the bidder will be responsible for compensation of the delay of the contract caused by any of the above matters. The bidder shall provide an original commitment with the official seal for the above content.
11) The bidder shall not only commit to abide by Law of the People's Republic of China on Tenders and Bids, decree No. 1 2014 issued by Ministry of Commerce, and other laws and regulations on foreign government loan; but also obey the state laws, administrative regulations, and keep good reputation and professional ethics. The bidder shall provide an original commitment with the official seal for the above content.
12) All parties involved in a procurement process of financial cooperation financing project must ensure a fair and transparent competition and at least observe those ILO Core Labor Standards that have been ratified by the developing country. The Bidder is required to submit a Declaration of Undertaking (Please see Section 4 for the format). The Declaration of Undertaking must be signed in a legally binding manner by duly authorized representatives of the bidder and stamped by company seal. Failure to submit this declaration and non-compliance with the requirements and the format will lead to exclusion from the tender. In addition, the bidder shall take full responsibility for the authenticity of declaration content, the bid will be rejected if any non-compliance with the facts found and determined by the bid evaluation committee during the evaluation process.
