3、Qualification Requirements For Bidder
Qualifications or Performance:1. The Bidder shall have the following valid qualification certificates:
1.1 Qualification Certificates on Construction: (i) Grade I or above level of qualification for general contracting of municipal public Works construction; (ii) Grade I or above level of qualification for general contracting of building construction or grade I level of qualification for professional contracting of building decoration; (iii) Grade I level of qualification for general contracting of mechanical and electrical engineering construction or grade I level of qualification for professional contracting of construction mechanical and electrical installation engineering. (Note: Bidders from abroad must provide documentary evidences demonstrated that they have valid qualification certificate of the same level.)
1.2 Qualification Certificates on Design: Engineering design comprehensive Class A qualification; or simultaneously possess ① municipal industry (water supply engineering, drainage engineering) design professional Class A qualification, and ②environmental engineering (water pollution control engineering) design professional Class A qualification. (Note: Bidders from abroad must provide documentary evidences demonstrated that they have valid qualification certificate of the same level.)
1.3 Qualification Certificates on ESHS:
(i) Quality Management certificate ISO 9001;
(ii) Environmental management certificate ISO 14001:2014;
(iii) Health and Safety certificate OHSAS 18001 or OHSMS 45001.
The domestic bidder ( in case of JV, the partner in charge of Civil Works) shall provide the Safety Production Certificate issued by the construction administrative department; the bidder from abroad shall provide the corresponding qualification certificate issued within it's country.
2 Financial Requirement:
2.1 The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EUR 100 million for the subject contract(s) net of the Bidders other commitments
2.2 Minimum annual turnover of EUR 69 million, for the last three (3) years (2020-2022), calculated as total certified annual payments received for contracts in progress and/or completed
3 Experiment Requirements:
3.1 Experience under construction contracts in the role of general contractor, JV member, subcontractor, or management contractor starting from 1st January 2018 till the deadline of bid submission.
3.2 Starting from 1st January 2018 till the deadline of bid submission, as a general contractor, the bidder shall have contract performance experience for at least two (2) EPC projects, of which at least one (1) contract shall be for the sewage treatment project with the contract amount of not less than EUR 20 million.
3.3 Starting from 1st January 2013 till the deadline of bid submission, as a general contractor or JV member, the bidder shall have contract performance experience for at least three (3) international financing projects, of which at least one (1) contract shall be the design and construction contract with the contract amount or the completed contract amount of not less than EUR 35 million (the amount shall be subject to the one indicated on the project completion acceptance certificate or the Employer's issued completion progress certificate).
3.4 Starting from 1st January 2018 till the deadline of bid submission, as a general contractor, JV member or subcontractor, the bidder shall have design contract performance experience (completion or undergoing) for at least two (2) international financing projects, and the relevant contract performance shall include at least the following key activities:
(1) The contract scope shall include the design contents. At the same time, the project content shall include water supply Works or drainage Works (including municipal drainage pipelines and sewage treatment plants) or water environment ecological treatment.
(2) The international financing amount of each project shall be not less than EUR 35 million (the amount indicated in the contract shall prevail; in case the contract cannot reflect the international financing amount, the one indicated in the official document approved by the local Development and Reform Commission shall prevail).
3.5 For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or subcontractor on or after the first day of the calendar year during the period stipulated in 3.1 must have executed at least three (3) contract demonstrating experience with the key ESHS requirements.
4 Personnel Requirements:
4.1 Project Leader: Starting from 1st January 2018 till the deadline of bid submission, she/he shall have served as the project leader for the performance of three (3) or above international financing projects.
4.2 Design Director: (1) Possess a title of senior engineer or above level; and (2) Possess a valid national registered utility equipment (water supply and drainage) engineer qualification.
4.3 Construction Director: Possess a valid national registered level I qualification of Constructor (municipal engineering).
