1、Bidding Conditions
Overview:This project will extend the sewage treatment capacity from 40,000 m3 /day to 80,000 m3/day. The Works and the related service to be procured include: submersible sewage pumps, step screen , screw conveyors, Cyclone Grit Chamber, sand water separators, sludge scraper, sludge thickener with central drive, sludge dewatering machine, fine filter system, open channel uv disinfection system, dosing system, gate valve, electrical automatic control and instrumentation and other process equipment, electrical equipment, automatic control equipment and other equipment, materials supply, installation, commissioning and trial run.
The contract duration is 270 calendar days (9 months) plus 2 years of defects liability period.
Note: The civil works of this WWTP will be carried out under a separate Contract (Lot 5.1) that has already been tendered. The implementation of this Lot 5.2 (equipment supply, installation and commissioning) shall be coordinated and synchronized with the progress of the Lot 5.1 to ensure seamless integration and efficient project delivery.

3、Qualification Requirements For Bidder
Qualifications or Performance:I.Performance requirements
In recent 10 years (from 2014 to the bid submission deadline, subject to the completion and acceptance time), the bidder as the contractor who has successfully undertaken at least two processing capacity of more than 40,000 cubic meters / day (including 40,000 cubic meters / day ) municipal wastewater treatment plant or water supply plant projects for construction, extension or upgrading in China, which should include the general contract of equipment supply, installation and commissioning. The contract value of a single project shall not be less than Euro 2.2 million (other currencies shall be converted from the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the bid opening date, that is July 29, 2024). And at least one (1) of the contract performances is financed by International Financial Institution or Foreign Government Loan. The bidder shall attach supporting documents in the bids, including but not limited to copies of the letter of acceptance, contract and completion acceptance certificate, and affix the official seal, and prepare the original of the above documents for future reference (Note: the contract copies attached to the bids must include but not limited to the contract pages which can reflect the following contents: the contract cover, the first page of the contract shall reflect the project name, contract scope, contract signing date, contract amount, project scale, contract signer, contact person and contact information of end user).？
II.Qualifications requirements:？
For Bidders within PRC, it shall be equipped with following valid qualifications and certificates: The construction unit responsible for the installation and commissioning of this project must have the General Contracting Qualification of Mechanical and Electrical Engineering Construction - Level II (or above) issued by the construction administrative department; if the contractor entrusts the installation service subcontractor to carry out installation and commissioning, the installation service subcontractor must have the General Contracting Qualification of Mechanical and Electrical Engineering Construction - Level II (or above) issued by the construction administrative department. The bidder shall provide the copy of the General Contracting Qualification of Mechanical and Electrical Engineering Construction - Level II (or above) issued by the construction administrative department, and stamped with an official seal, and prepare the original of the above qualification certificate for future reference.
Overseas bidder shall have office or branch office in China, and provide corresponding certificate.
III.Personnel requirements:
See "3. Regarding personnel requirements" in "Attachment 3: On site technical service and training plan" of Section 6 for details.
IV. Financial requirements:？
1. Submission of audited financial statements (including statement of financial, income statement and statement of cash flows, etc.) for the last three (3) years (2021-2023) to demonstrate the average annual turnovers of the Bidder for the last three (3) years (2021-2023) is no less than 6.6 million euros; (1) the Bidder's net worth for the last year (i.e. 2023) calculated as the difference between total assets and total liabilities should be positive; (2) the Bidder's net profit for each of the last three years must be positive.
2. The bidder shall provide a copy of working capital certificate or bank credit certificate issued by commercial bank for this project within three months before the bid opening date, with a validity period of one year and an amount of no less than 0.66 million euros (indicating the amount, validity period, project name and bidding number specified in ITB1.1. The copy is stamped with official seal, and the original is for reference).
3. The average annual turnovers shall not be less than 6.6million euros. calculated as total certified payments received for contracts in progress or completed, within the last three years (2021-2023).
4. The requirement of cash flow for this project is 0.66 million euros.
V. Other requirements:？
If the bidder is a company in China, the bidder must be an independent legal person registered according to law. The time of registration and establishment (subject to the business license) shall not be less than 10 years. A valid copy of the business license of the enterprise legal person shall be provided in the bids and sealed with the official seal; if the bidder is a company outside China, the bidder shall provide the copy of its business license or the certificate of legal registration in the bids, and the registration and establishment time (subject to the business license) shall not be less than 10 years.
