Source of Funds:The Xiangtan Finance Bureau has received financing from the Asian Development Bank (ADB) toward the cost of Xiangtan Low-Carbon Transformation Sector Development Program, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:a.Nonperformance of a contract did not occur as a result of contractor default since September 1, 2020.
b.All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and shall not represent a total of more than fifty percent (50%) of the Bidder's net worth calculated as the difference between total assets and total liabilities.
c.From 1 January 2019 to the bid submission deadline, successful completion as main supplier of at least two (2) contracts, each valued at no less than CNY 54 million or its equivalent in other currency, related to any business direction of information construction.
d.Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years (Year 2021-2023) to demonstrate the current soundness of the Bidder's financial position. Bidder's net worth for last year calculated as the difference between total assets and total liabilities should be positive as a minimum requirement.
e.Minimum average annual turnover of CNY 134 million or its equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.
f.Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement of CNY 34 million or its equivalent in other currency.
