Overview:The PEOPLE'S REPUBLIC OF CHINA has received financing from the Asian Development Bank (ADB) toward the cost of Loan-3807 Guizhou Gui'an New District New Urbanization Smart Transport System Development Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
1) Satisfied the eligibility requirements of ADB loan projects, such as Nationality, Conflict of Interest, ADB Eligibility, Government-Owned Enterprise, United Nations Eligibility.
2) Historical Contract Nonperformance: (i) Nonperformance of a contract did not occur as a result of contractor default since 1 January 2022; (ii) Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
3) Contractual Experience: Successful completion as main supplier within the last three years (from 1 January 2022 to the deadline for bid submission), of at least two contracts each valued at CNY 50 million (or equivalent convertible foreign currency) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
4) Technical Experience: The Bidder shall demonstrate that the goods offered have:
4-1) Electric buses (battery power ≥120 Kwh, 6-meter level) (i) one year of production history for the goods of similar technical capacity, and (ii) been sold a minimum of 10 units of similar type and specification over the last three years (from 1 January 2022 to the deadline for bid submission); (iii) been in operation for a minimum of one year.
4-2) Electric buses (battery power ≥ 220Kwh, 8-meter level) (i) one year of production history for the goods of similar technical capacity, and (ii) been sold a minimum of 10 units of similar type and specification over the last three years (from 1 January 2022 to the deadline for bid submission); (iii) been in operation for a minimum of one year.
4-3) Electric buses (battery power ≥ 250Kwh, 10-meter level) (i) one year of production history for the goods of similar technical capacity, and (ii) been sold a minimum of 50 units of similar type and specification over the last three years (from 1 January 2022 to the deadline for bid submission); (iii) been in operation for a minimum of one year.
5) The Bidder or manufacturer shall demonstrate a that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
6) Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three years to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
7) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 126 million (or equivalent convertible foreign currency) calculated as total payments received by the Bidder for contracts completed or under execution over the last three years (from 1 January 2022 to 31 December 2024).
8) Cash Flow Capacity: Availability of or access to liquid assets a, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 60 million (or equivalent convertible foreign currency).

Additional Instructions:The Guiyang Public Transport Co., Ltd. ("the Purchaser") invites sealed Bids from eligible Bidders for EQ802: Electric Bus Package (80 Buses).
The list of goods and related services include: 10 pure electric buses (battery power ≥120 Kwh, 6-meter level), 15 pure electric buses (battery power ≥ 220Kwh, 8-meter level), and 55 pure electric buses (battery power ≥ 250Kwh, 10-meter level).
Bidding will be conducted through the Internationally Advertised Open Competitive Bidding procedures. The bidding is open to all qualified bidders as defined in the Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
Open competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
All bids must be accompanied by a bid security in the form and amount indicated in the bidding document.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders' representatives who choose to attend.
